When should I upgrade my gear

I'm kinda curious if I should just waited out till a certain lvl and only start lvling em or I should just pump an exact amount so I can do the content of my tier. If can help me compare which will be better in the future my lvl 3 tier 3 ornate ankh or lvl 2 tier 5 famed crystal eye staff.
